Job Summary:
This position is a highly technical position involving the onsite inspection of all building construction in the Village of Howard as well as performing code compliance. Work is performed with a high degree of independence and provides for the public protection, safety, health and wellbeing by performing all inspections, enforcement and related functions necessary to ensure compliance with village and state building, zoning and related codes and ordinances.
Essential Functions:
- Performs administrative and building inspection work necessary to manage the electrical, mechanical, plumbing and building inspection functions for the building inspection division of the Community Development Department.
- Investigates and acts to resolve code compliance complaints received from property owners and the general public. Inspects property with reference to junk cars, noxious weeds and other public nuisances.
- Works under the general guidance and direction of the Community Development Director.
- Operates a motor vehicle to assist in carrying out the business of the department and village.
- Must utilize the ability to walk, sit, stand and talk in the performance of on-site inspections.
- Ability to accurately read and interpret plans, specifications and blueprints and compare these with construction in progress.
- Perform technical writing sufficiently to explain code violations to builders and home owners.
Knowledge, Skills, and Abilities:
- Thorough knowledge of village and state code regulating building construction, zoning, fire prevention, floodplain/wetland districts, public nuisances, property maintenance, demolition, mobile homes and related fields.
- Thorough knowledge of building construction technology, engineering practices, structural and mechanical design and the ability to detect design/construction defects and code violations.
- Reviews building and site plans, specifications and relevant documentation to determine if construction is proceeding according to approved plans.
- Conducts on-site inspections of all buildings and structures during and after construction to assure compliance with all village and state codes and special requirements.
- Notifies permit holders, contractors and property owners of code violations and potential problem areas and carries out necessary enforcement action to obtain code compliance.
- Confers with designers, contractors and property owners while explaining village and state code requirements and answers inquiries regarding department policies and procedures.
- Works in conjunction with the village board, Plan Commission, the State of Wisconsin and any of their departments, and various persons and agencies to assure enforcement of all applicable laws, codes and ordinances of the village and state.
- Actively participates in professional organizations dedicated to updating codes, improving inspection and enforcement procedures, and the advancement of the building inspection and code enforcement professions.
- Keeps complete and accurate records of all inspections completed; reports inspection results verbally and in writing to all interested parties; helps maintain department files; and assists in keeping all department records accurate and up to date.
Environmental Conditions:
This position generally works in the field performing inspections and code compliance/enforcement with some work performed in an office setting and may require attendance at occasional evening meetings.
Qualifications:
- Graduated from an accredited high school or equivalent.
- At least two years of work experience in building inspection and code enforcement or equivalent work experience in the construction field.
- State of Wisconsin inspector certifications priority list:
- Commercial Electrical (high priority)
- UDC Construction (high priority)
- UDC HVAC (within 6 months of hire)
- UDC Electrical (within 12 months of hire)
- UDC Plumbing (within 12 months of hire)
- Commercial Building (within 18 months of hire)
